PanARMENIAN.Net - The preamble of the Constitution of the Nakhichevan Autonomous Republic has been revised to remove all references to the 1921 Moscow and Kars treaties, which historically established the region's autonomous status.
The changes are included in the draft constitutional law titled "On Amendments to the Constitution of the Nakhichevan Autonomous Republic", which was adopted in the second reading by the Milli Majlis of Azerbaijan, reports APA.
Until now, the preamble of Nakhichevan's Constitution stated that its autonomy was based on the March 16, 1921 Moscow Treaty and the October 13, 1921 Kars Treaty, which remain formally in effect.
In the revised version, however, Nakhichevan is simply described as an inseparable part of the Republic of Azerbaijan.
The new constitutional foundation refers instead to:
Article 5 of the Kars Treaty stated: "The Governments of Turkey, Soviet Armenia, and Soviet Azerbaijan agree that the Nakhichevan region, within the boundaries defined in Annex III of this treaty, shall form an autonomous territory under the protection of Azerbaijan."
Under the same treaty, Turkey gained control of the Kars province and Surmalu district, including Mount Ararat and its surrounding areas, while Azerbaijan was given oversight over Nakhichevan.
